Chinese State Hackers Target India’s Power Grid In Ladakh Under Cyber-Espionage Campaign

At least seven Indian State Load Despatch Centres (SLDCs) responsible for carrying out real-time operations for grid control and electricity dispatch in proximity to the disputed India-China border in Ladakh were targeted.

New Delhi: Chinese state-sponsored hackers targeted Indian electricity dispatch centres near Ladakh in recent months as part of an apparent cyber-espionage campaign, said a report published on Wednesday by the threat intelligence firm Recorded Future Inc.

According to the report, the targeting has been geographically concentrated. At least seven Indian State Load Despatch Centres (SLDCs) responsible for carrying out real-time operations for grid control and electricity dispatch in proximity to the disputed India-China border in Ladakh were targeted. 

“In addition to the targeting of power grid assets, we also identified the compromise of a national emergency response system and the Indian subsidiary of a multinational logistics company by the same threat activity group,” the report added.

The report also suggested that the hacking group, dubbed as TAG-38, has used a kind of malicious software called ShadowPad, which was previously associated with China’s People’s Liberation Army (PLA) and the Ministry of State Security.

”The objective for intrusions may include gaining an increased understanding into these complex systems in order to facilitate capability development for future use or gaining sufficient access across the system in preparation for future contingency operations,” Recorded Future said.

Further, it was also revealed that the method the attackers used to make the intrusions were unusual as they used compromised internet of things devices and cameras. Also, the devices used to launch the intrusions were based in South Korea and Taiwan.
