New Delhi: The Nagaland firing incident in which 14 civilians were killed during an anti-insurgency operation by security forces was raised in Rajya Sabha on Monday as Leader of Opposition and Congress MP Mallikarjun Kharge demanded the home minister to make a statement on the matter.

There has been a very serious and most tragic development in which six innocent civilians were killed on December 4 by security forces in Mon district of Nagaland mistaking them for militants, Kharge said in the morning session, expressing concerns over the incident.

This horrific oversight led to clashes resulting in reported death of eight more civilians and one security person, the senior Congress leader said.

“Sir, the matter is very serious and horrendous. We demand a statement by the minister of home affairs on it in the House today only. It is a serious matter, I request you to direct the minister to make a statement,” Kharge said, addressing the Chair.

In reply to Kharge’s statement, Rajya Sabha chairman M Venkaiah Naidu said that he had a talk with defence minister Rajnath Singh and also with home minister Amit Shah regarding the incident.

“The home minister has written to me saying that he will definitely make a statement today afternoon,” the chairman said. Naidu also disallowed other members to speak on the issue saying that the matter has already been raised by the Leader of Opposition.

Lok Sabha members also on Monday condemned the killing of civilians during an anti-insurgency operation by security forces in Nagaland and demanded an impartial probe into the incident. The members also called for repeal of the Armed Forces Special Powers Act (AFSPA) enforced in Nagaland that allows security personnel to use force and even open fire after due warning in case of breach of law and order.

senior Congress leader Manish Tewari, while stressing over the emotional integration of people living in border areas demanded that there should be an impartial judicial inquiry by a sitting high court judge into the unfortunate incident. He also urged the government not to invoke immunity under the AFSPA against those who are found guilty.

Tokheho Yepthomi, Nationalist Democratic Progressive Party (NDPP) member in the Lok Sabha, said, “There should be an inquiry into the incident. The state government has announced an ex-gratia of Rs five lakh for those slain. But, since the civilians were killed by central security forces, the compensation should be paid by the Centre”.

Congress member Gaurav Gogoi also condemned the incident and said, “How can a group of unarmed civilians be mistaken as militants.” He also demanded convening of an all party meeting to discuss the situation in the north-east.

On Sunday, the Army expressed deep regret over the incident in Mon district of Nagaland and ordered a Court of Inquiry. Police in Nagaland’s capital Kohima had said it was investigating whether the incident was a case of mistaken identity.
